UPSC Recruitment 2023

Union Public Service Commission (UPSC) is seeking applications from eligible and interested candidates for the post of Senior Farm Manager, Cabin Safety Inspector, Head Librarian, Scientist-B, Specialist Grade III (Ophthalmology), Specialist Grade III (Psychiatry), Assistant Chemist, Assistant Labour Commissioner, Medical Officer (GDMO sub-cadre) and General Duty Medical Officer (Homoeopathy). According to the official notification of UPSC Recruitment 2023, there are 285 vacancies open for the above-mentioned posts. The maximum age limit is up to 40 years to apply for the given posts. The selected candidates will get a monthly salary on level 10/11 of the pay matrix.

Eligibility Criteria

Educational Qualification

  • Senior Farm Manager: 
    • M.Sc. in Horticulture or Agriculture with specialization in Horticulture from a recognized University or Institute.
    • EXPERIENCE: Three years of regular experience in the field of horticulture crops production or farm management or protected cultivation from the Central Government or State Government or Union Territory Administration or Public Sector Undertaking or Statutory Autonomous organization or recognized research institution or Universities
  • Cabin Safety Inspector:
    • Passed 10+2 from a recognised Board 
    • EXPERIENCE: Ten years’ experience as Cabin Crew and presently working as Cabin Crew. 
    • DESIRABLE: Bachelor’s Degree from a recognised University or institute. (ii) At least one year experience as Directorate General of Civil Aviation (DGCA) approved Safety and Emergency Procedure (SEP) Instructor. 
  • Head Librarian:
    • Degree of a recognized University. (ii) Degree or equivalent diploma in Library Science from a recognized University or Institution. 
    • EXPERIENCE: About five years’ experience in a Library of standing. DESIRABLE: Knowledge of one or more of foreign languages. 
  • Scientist - ‘B’ :
    • Masters Degree in Zoology from a recognized University.
    • EXPERIENCE: Three Years’ experience in research and technique in the field of Zoology from the Central or State or Union territory Government/ Autonomous Body or Statutory Organizations or Public Sector Undertakings or University or Recognized Research Institutes. 
    • DESIRABLE: Doctorate degree in Zoology from a recognized University or Institute.
  • Specialist Grade III (Ophthalmology):
    • (i) A recognized MBBS degree qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956, (102 of 1956). Holders of educational qualifications included in Part II of the Third Schedule should also fulfill the conditions specified in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (102 of 1956). 
    • (ii) Post-graduate Degree or Diploma in the concerned Speciality or Superspeciality mentioned in Section-A or Section-B in Schedule VI i.e., Master of Surgery (Ophthalmology); or Doctor of Medicine (Ophthalmology); or Diplomate National Board (Ophthalmology) or Post Graduate Diploma in Ophthalmology; or Post Graduate Diploma in Ophthalmic Medicine and Surgery. 
    • EXPERIENCE: Three years’ experience in the concerned Speciality or super-speciality after obtaining the Post-graduate degree or five years’ experience after obtaining the Post-graduate Diploma. 
  • Specialist Grade III (Psychiatry):
    • (i) A recognized MBBS degree qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956, (102 of 1956). Holders of educational qualifications included in Part II of the Third Schedule should also fulfill the conditions specified in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (102 of  1956). 
    • (ii) Post-graduate Degree or Diploma in the concerned Speciality or Superspeciality mentioned in Section-A or Section-B in Schedule VI i.e., Doctor of Medicine (Psychiatry); or Doctor of Medicine (Psychological Medicine); or Diplomate National Board (Psychiatry/Psychological Medicine); or Doctor of Medicine (Medicine) with Diploma in Psychological Medicine; or Diplomate National Board (Medicine) with Diploma in Psychological Medicine; or Post Graduate Diploma in Psychological Medicine; or Post Graduate Diploma in Psychiatry.
    • EXPERIENCE: Three years’ experience in the concerned Speciality or super-speciality after obtaining the first Post-graduate degree or five years’ experience after obtaining the Post-graduate Diploma
  • Assistant Chemist:
    • Masters Degree in Chemistry /Organic Chemistry/ Physical Chemistry/ Inorganic Chemistry/ Analytical Chemistry/ Agricultural Chemistry and Soil Science from a recognized University or Institute. 
    • DESIRABLE: Two years experience in Ground Water Analysis and Ground Water Chemistry work from any recognized Institute or autonomous body/Government organization.
  • Assistant Labour Commissioner:
    • A Post Graduate Degree/Diploma from a recognized university in Social work or Labour welfare or Industrial Relations or Personnel Management or a Degree in Law from a recognized university. 
    • EXPERIENCE: Two years’ experience in the field of Labour Welfare Work/ Industrial Relations/ Personnel Management.
  • Medical Officer (GDMO sub-cadre):
    • (i) A recognized MBBS qualification included in the First or Second Schedule (Other than licentiate qualifications) to the Indian Medical Council Act, 1956. Holder of Educational Qualification included in part II of the Third Schedule should also fulfill the conditions stipulated in sub-section (3) of section (13) of the Indian Medical Council Act, 1956. 
    • (ii) Completion of compulsory rotating internship Candidates who may not have completed rotating internship shall be eligible to appear for the written examination provided that, if selected, they shall have satisfactorily completed the compulsory internship before appointment.
  • General Duty Medical Officer (Homoeopathy):
    • (i) Degree in Homoeopathy of a recognized University or Statutory State Board/Council of equivalent recognized under the Homoeopathy Central Council Act, 1973 (59 of 1973). 
    • (ii) Enrolment on State Register or Central Register of Homoeopathy. NOTE: The Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified.

Age limit

  • For Senior Farm Manager, Head Librarian and Assistant Labor Commissioner and General Duty Medical Officer (Homoeopathy):- It will have to be more than 35 years for all the candidates applying for all the posts
  • Cabin Safety Inspector, Scientist-B, Specialist Grade III (Ophthalmology), Specialist Grade III (Psychiatry) and Assistant Chemist-40 years of age is mandatory for all the candidates to apply for these posts
  • For Medical Officer (GDMO Sub-Cadre) – 32 years of age is mandatory for all the candidates to apply for these posts.

Application Fee

  • Candidates are required to pay a fee of Rs. 25/- (Rupees Twenty-five) only either by remitting the money in any branch of the SBI by cash or by using net banking facility of the SBI or by using visa/master credit/debit card. Selection Process

  • The category-wise minimum level of suitability in interviews, irrespective of whether the selection is made only by interview or by Recruitment Test followed by interview, will be UR/EWS-50 marks, OBC-45 marks, SC/ST/PwBD-40 marks, out of the total marks of interview being 100. 
  • In cases where selection is made by Recruitment Test (RT) followed by interview, the candidate will have to achieve minimum level of suitability in their respective category at Interview stage.
